State Of Florida employees Arthur Vanadore and FRED SPEAKER said in a letter that they could find no violations - click here, BUT I FOUND PLENTY:
In addition to FRAUD by knowingly and willfully using a false, fictitious name [FSS 493.6101(2) and FSS 493.6111(4)], which is grounds for disciplinary action under FSS 493.6118(1)(b), and a second degree misdemeanor under FSS 865.09(9)(c) [as defined by FSS 865.09 (2)(a) and (3)], we also have IDENTITY THEFT, which was known by Mr. FRED SPEAKER (aiding and abetting).
Mr. Speaker stated "they just forgot to renew their papers" (their State of Florida ANNUAL REPORTS for 1998, 1999, 2000, 2001, 2002, 2003, 2004, 2005, plus pay taxes, and have NO INSURANCE, a violation of FSS 493.6110 -ALL SECTIONS).
Grounds for disciplinary action: 493.6118(j) "Commission of an act of violence or the use of force on any person except in the lawful protection of one's self or another from physical harm." The outcome of the State Of Florida's latest investigation of the group passing themselves off as "Kline Recovery" will be posted on this website. We are asking for nothing less than the maximum prosecution allowed by law.
The Repo company doing business as KLINE RECOVERY is an UNLAWFUL RICO organization (Racketeer Influenced and Corrupt Organization).
KLINE RECOVERY INC, was dissolved by the state of Florida in 1998 (click here), and is using an unlawful alias, and giving said false identity to Police, and to the City Of Pompano Beach, Florida. They are being fronted by Ford Motor Company in this RICO SCHEME.
There is no easy civil remedy available to the public, since no legitimate "towing" company exists. There is no registered agent for "KLINE RECOVERY click here)" that can be served for legal action, since the company no longer exists.

Davin Cline continues to unlawfully renew his State Of Florida Repo license, #9400038, using a false name (IDENTITY THEFT).
These people remove valuables and money, and keep them. They are aided and abetted by Ford Motor Company and local police departments such as Plantation and Davie.

Another company located at 221 NE 13th Street was informed that because "KLINE RECOVERY" used their address for tax ID, and has not paid taxes, their property has 4 tax liens as of this date. They are also taking legal action.

812.014 Theft.--
(1) A person commits theft if he or she knowingly obtains or uses, or endeavors to obtain or to use, the property of another with intent to, either temporarily or permanently:
(a) Deprive the other person of a right to the property or a benefit from the property.
(b) Appropriate the property to his or her own use or to the use of any person not entitled to the use of the property.
(2)(a)1. If the property stolen is valued at $100,000 or more; or
2. If the property stolen is cargo valued at $50,000 or more that has entered the stream of interstate or intrastate commerce from the shipper's loading platform to the consignee's receiving dock; or
3. If the offender commits any grand theft and:
a. In the course of committing the offense the offender uses a motor vehicle as an instrumentality, other than merely as a getaway vehicle, to assist in committing the offense and thereby damages the real property of another; or
b. In the course of committing the offense the offender causes damage to the real or personal property of another in excess of $1,000,
the offender commits grand theft in the first degree, punishable as a felony of the first degree, as provided in s. 775.082, s. 775.083, or s. 775.084.Consult a qualified attorney to determine if "CIVIL THEFT" and triple damages applies.
Don't even bother with with the West Palm Beach Regional Investigative Supervisor, Fred Speaker, since he has personally stated to us that "No thefts have ever been reported."
